TP TC 018 (Vehicle Approval) – Russian and CIS Approvals

Introduction to TP TC 018

TP TC 018 is the regulations of the Russian Federation for wheeled vehicles, also called TRCU 018. It is one of the mandatory CU-TR certification regulations of the customs unions of Russia, Belarus, Kazakhstan, etc. It is marked as EAC, also called EAC certification.
TP TC 018 In order to protect human life and health, property safety, protect the environment and prevent misleading consumers, this technical regulation determines the safety requirements for wheeled vehicles distributed to or used in customs union countries. This technical regulation is consistent with the requirements adopted by the United Nations Economic Commission for Europe based on the norms of the Geneva Convention of 20 March 1958.

Scope of application of TP TC 018

- Type L, M, N and O wheeled vehicles used on general roads; – Chassis of wheeled vehicles; – Vehicle components affecting vehicle safety

TP TC 018 is not applicable to

1) The maximum speed specified by its design agency does not exceed 25km/h;
2) Vehicles specially used for participating in sports competitions;
3) Vehicles of category L and M1 with a production date of more than 30 years, not intended for use Vehicles of category M2, M3 and N with original engine and body, used for the commercial transport of people and goods and with a production date of more than 50 years; 4) Vehicles imported into a country of the Customs Union not more than 6 months old or under customs control;
5) Vehicles imported into Customs Union countries as personal property;
6) Vehicles belonging to diplomats, representatives of embassies, international organizations with privileges and immunities, representatives of these organizations and their families;
7) Large vehicles outside the confines of highways.

Forms of certificates issued by TP TC 018 Directive

- For vehicles: Vehicle Type Approval Certificate (ОТТС)
- For Chassis: Chassis Type Approval Certificate (ОТШ)
- For Single Vehicles: Vehicle Structure Safety Certificate
- For Vehicle Components: CU-TR Certificate of Conformity or CU-TR Declaration of Conformity

TP TC 018 holder

Must be one of the authorized representatives of the foreign manufacturer in the customs union country. If the manufacturer is a company in a country other than a customs union country, the manufacturer must appoint an authorized representative in each customs union country, and all representative information will be reflected in the type approval certificate.

TP TC 018 certification process

Type approval certification
1) Submit the application form;
2) The certification body accepts the application;
3) The sample test;
4) The manufacturer’s factory production status audit; CU-TR Declaration of Conformity;
6) The certification body prepares a report on the possibility of handling the type approval certificate;
7) Issuing the type approval certificate; 8) Conduct annual review

Vehicle component certification

1) Submit the application form;
2) The certification body accepts the application;
3) Submit a complete set of certification documents;
4) Send samples for testing (or provide E-mark certificates and reports);
5) Review factory production status;
6) Documents Qualified issuance certificate; 7) Conduct annual review. *For the specific certification process, please consult WO Certificate.

Validity period of TP TC 018 certificate

Type approval certificate: no more than 3 years (single batch certificate validity period is not limited) CU-TR certificate: no more than 4 years (single batch certificate validity period is not limited, but no more than 1 year)

TP TC 018 certification information list

For OTTC:
①General technical description of vehicle type;
②Quality management system certificate used by the manufacturer (must be issued by the national certification body of the Customs Union);
③If there is no quality system certificate, provide assurance that it can be carried out according to 018 Description of production conditions for document analysis in Annex No.13;
④ Instructions for use (for each type (model, modification) or generic);
⑤ Agreement between the manufacturer and the licensee (the manufacturer authorizes the licensee to carry out Conformity assessment and bear the same responsibility for product safety as the manufacturer);
⑥Other documents.

To apply for the CU-TR certificate for components:
①Application form;
②General technical description of the component type;
③Design calculation, inspection report, test report, etc.;
④ Quality management system certificate;
⑤ Instruction manual, drawings, technical specifications, etc.;
⑥Other documents.
