Saudi Saber certification

Saudi Arabia's saber certification has been implemented for many years and is a relatively mature customs clearance policy. The requirement of Saudi SASO is that all products within the scope of control must be registered in the saber system and obtain a saber certificate before they can be cleared smoothly.

1. I don’t know whether to get a Saber certificate, what should I do?

This is the first question many customers ask when exporting. Get it done in two steps:

First, determine the HS CODE. First confirm with the Saudi customer, what is the Saudi HS CODE (customs code) of the export product?  The 12-digit code is slightly different from the domestic 10-digit code. Don’t get it wrong. If the HS CODE is wrong, the certificate will be wrong.

 Second, query the HS CODE. Once you get the accurate HS CODE and check it on the Saudi Saber website , you will know whether the product needs a certificate and what kind of certificate it needs. You can check it yourself, which is very convenient.

2.I don’t know which saber certificate to get, what should I do?

After querying, there are generally five results (most products are the 1st and 2nd situations):

1)  Supplier Conformity Declaration: In this case, it is a low-risk product. You only need to apply for a supplier declaration. It is the simplest certification method. You can apply by providing information. The cycle is fast and you can rest assured.

Products: household products, plastic products, metal products for non-building materials, picture frames, chemical raw materials and other categories.

2)  Product Conformity Certificate (COC)OR Quality Mark Certificate (QM)

Explanation: In this case, it means that the product is a medium-to-high-risk controlled product, and a COC certificate or QM certificate is required for customs clearance. Choose one of the two, but generally customers will choose to get a COC certificate, that is, apply for a PC certificate + SC certificate.

Products: machinery and equipment, textiles and clothing, auto parts, food contact, packaging materials, building materials, bathroom and other categories.

3) IECEE CertificateOR Quality Mark Certificate (QM)

Explanation of doubts: For products controlled by IECEE standards, obtain CB test report + CB certificate, then apply for IECEE certification, and finally undergo saber certification, obtain PC certificate + SC certificate, and then you can clear customs.

Products: Lamps, LED TVs, solar cells, electronic appliances and other categories.

4) GCTS Certificate OR Quality Mark Certificate (QM)

Disclaimer: Products controlled by GCC regulations need to apply for GCC certification, then apply for saber certification, obtain PC certificate + SC certificate, and then you can clear customs.

Products: fans, induction cookers, rice cookers, blenders, electric kettles, electric irons and other small household appliances.

5)  Quality Mark Certificate (QM)Disclaimer: To apply for QM, which is a quality mark certificate, the product needs to be tested. Saudi Arabia officially sends auditors to the Chinese company to audit the factory, apply for saber certification, and finally obtain the PC certificate + SC certificate.

Products: fans, induction cookers, rice cookers, blenders, electric kettles, electric irons and other small household appliances.

Note: The above products are examples, and the actual HS CODE query results should prevail.

3. I don’t know when to get the saber certificate, what should I do?

1)  According to the rules, the certificate must be prepared before shipment to avoid the certificate not being issued after the goods are shipped;

2)  Low-risk products are faster and can be processed at any time; for medium- and high-risk products, the cycle is different depending on the difficulty of the certificate, such as general machinery, textiles, luggage, and food contact products. It is recommended to start preparations 2 weeks in advance; some require CB For products with certificates, G-mark certificates or IECEE certificates, it is recommended to start preparations 1-2 months in advance.

4. How to cooperate when applying for a saber certificate?

1) Just provide the materials according to the instructions, and operate step by step, calmly and calmly;

2) If you encounter a tough issue such as a factory inspection, as long as the factory cooperates, it can be smooth.

5. The goods have arrived at the port, but the saber certificate has not been issued yet. What should I do?

Most customers, when exporting to Saudi Arabia, will remind domestic exporters to apply for a saber certificate in advance. But there are always exceptions to everything. Some Saudi customers may not know it, or they may have the mentality of giving it a try, or they may have strong customs clearance capabilities, but they won’t apply for it even if they don’t ask for a saber certificate. Then, during customs clearance at the destination port, it got stuck and the goods couldn't be picked up. Looking back, I urgently asked if I could get a new Saber certificate in China. For general products, after the goods arrive at the port, you can also register with saber based on the product information, apply for a certificate, and then clear customs smoothly.
