Detailed explanation of EU MTC certification

EU MTC is Material Test Certificate, also known as Mill Test Certificate.

Here is a detailed introduction about it:

I. Background and purpose

From October 1, 2023, in order to sanction Russia’s metal export trade, the EU customs strictly inspected all goods declared to contain metals and required all metal-related products in importing countries to provide MTC certificates to prove that the source of the product materials is not from Russia.

II. Product range involved

Including metal and steel products used in construction, machinery, automobiles, electronics, aerospace and other fields, etc.

III. Related standards

The common MTC certification in the EU is based on the EN 10204 standard, which has two types: Type 3.1 and Type 3.2:

• EN 10204 Type 3.1:

The certification certificate is provided by the manufacturer (manufacturer) and only represents the manufacturer’s own statement on product quality.

It has not been independently verified. However, it can usually provide product traceability, including raw materials, production processes and final products, signed by the manufacturer, and is responsible for the quality of the product.

• EN 10204 Type 3.2:

The certification is provided by a third-party certification body to supervise and verify the production process.

It can provide more detailed traceability, including the source of raw materials, inspection records of the production process and other information.

It is signed by a third-party certification body and is responsible for the accuracy and reliability of the certification.

Relatively speaking, EN 10204 – 3.2 certification is more credible and reliable, and may be a mandatory requirement in certain key equipment and fields.

IV. Test items

MTC’s main test items include chemical composition, tensile strength, hardness and impact, etc.

The specific test content needs to be determined according to the material standard.

V. Certificate Contents

• Certificate type and standard (e.g. EN10204 3.1 or EN10204 3.2)

• Basic information such as manufacturer name, product name, weight and dimensions

• Material calorific value, quantity covered by the certificate, batch number (needs to be physically marked on the product)

• Chemical composition analysis results, mechanical test results (e.g. tensile strength, yield strength, etc.), dimensional measurement results

• Material grade and applicable specifications

• Additional test results (when performed), such as hydrostatic pressure, ultrasonic, magnetic particles, metal graphics results, hardness, impact test, etc.

• Any appendices that help evaluate the full functionality of the product

VI. Application Process

• Understanding standards and requirements: Importers must first be familiar with the EU standards and requirements for metal products, as well as the specific content and format of the MTC certificate

• Choosing a certification agency: You can select qualified third-party testing agency for testing and certification, which will evaluate metal products according to relevant standards and requirements

• Submitting an application: Importers submit an application to the testing agency and provide necessary samples and documents, such as business license, application form, product ingredient list, etc.

• Sample testing: The testing agency conducts various tests on the samples, including chemical composition analysis, tensile test, hardness test, impact test, etc.

• Audit and certification: The agency writes a test report based on the test results.

If the product passes all test items and obtains a test report that meets the requirements, an MTC certificate will be issued, and the importer can submit it as proof to the EU customs for customs clearance
